On November 1st, Korean American Civic Empowerment held a press conference to announce the release of the New York State Candidates' Policy Guidebook. The creation of the guidebook was sponsored by: the Korean American Association of Greater New York (KAAGNY), Korean American Human Services Providers' Association (KAHSPA), and the Korean American Association of Queens (KAAQ).

Although the all presidents of the sponsoring organizations were supposed to attend this release, some were not able to attend due to the aftermath of Hurricane Sandy. Dongchan Kim (KACE), Chang Y. Han (KAAGNY), and Jae Yoo (KAAQ) were present at this press conference.

This guidebook is composed of twenty-four pages with comparisons of campaign strategies of  Republican and Democrat candidates in five Korean-populated areas. Most candidates answered KACE's questionnaire very thoroughly, and underscored the importance of communicating with the Korean American community.
